FOR SALONS, STYLISTS & HAIR BRANDS

Buying wholesale hair extensions into the United States

PLUCHARM manufactures in Shandong and supplies salons, hair brands and
distributors across the United States direct from the workshop, so your cost is
manufacturer cost rather than a distributor price. This page covers what actually
changes when you buy from China into the US — and the first change is one most
buyers have not caught up with.

The US$800 de minimis exemption is gone

If you last priced an import into the United States before 2025, you may still
be working from the assumption that shipments under US$800 clear duty-free. That
is no longer the case.

The duty-free de minimis treatment for low-value shipments was suspended
globally from 29 August 2025
, under Executive Order 14324 signed on 30
July 2025. The suspension applies regardless of origin and regardless of value, so
a small first order is not automatically exempt the way it once was. The position
has been extended since, and it is worth confirming the current state with your
customs broker or forwarder before you commit to a landed-cost calculation.

What that means practically: budget for duty on every shipment,
including samples and small trial orders. A landed-cost figure built on the old
$800 assumption will understate your cost, and the difference shows up as a
demand from the carrier at delivery.

How duty is assessed

Duty is calculated on the customs value of the goods, classified by HS code,
under the tariff applying to goods of Chinese origin. Rates are set by
classification and can change, so the reliable approach is to give your broker the
product description and let them classify — human hair goods sit in chapter 67,
and the specific heading matters.

Two things we do to make that straightforward:

The Incoterm is agreed before you pay. If you are quoted DDP, the supplier has
priced the duty in and the headline figure is not comparable to an EXW or FOB
quote. Make sure you know which you are looking at.

Freight and lead time

We ship from our own workshop in Juancheng, Heze, Shandong. Freight is charged on
chargeable weight rather than a flat rate, so you pay for what you order:

Every 100 g set weighs 0.16 kg shipped, so a single set is charged as one 300 g
step. Chargeable weight is 1.6x net hair weight, which covers packaging and
protective wrapping.

Lead time: 5–10 days for in-stock tape and machine wefts, 7–12 days for
hand-tied wefts and strand methods, 7–14 days for moulded or custom work. Repeat
runs are faster once your specification is on file.

Transit to the United States

We ship by air express on the DHL and FedEx networks. In-stock orders leave the
workshop within the lead time above; transit time is additional and depends on the
service, the entry port and how quickly your broker clears the consignment. For
planning stock around a launch or a seasonal build, add clearance time to the
transit estimate rather than assuming delivery on the day the flight lands.

What US buyers tend to order

The specification decisions that matter most for US accounts are method fit and
colour consistency, because a rebooking client expects the same result twice.

Tape-in remains the highest-volume professional method, and invisible and
injection tape are the versions chosen where the seam has to stay concealed — on
fine hair and on light colours especially. Hand-tied and genius wefts suit clients
who want length without bulk at the root, and because they can be cut anywhere
along the seam a single pack can be sized to one head rather than ordered per row.

On colour, the practical point is that all thirteen methods are matched to one
physical shade ring. An account can therefore carry tape-in volume alongside a weft
row and the colours will agree under salon lighting — which is the failure that
shows up most often when hair is bought from several suppliers.

Methods we manufacture

Genius weft, butterfly genius weft, machine weft, hand-tied weft, tape-in,
invisible tape, injection tape, butterfly tape, I-tip, U-tip, flat tip, K-tip and
nano ring. Every one is produced by us; none is bought in and rebadged.

Frequently asked

Do I still get the US$800 duty-free allowance?

No. The de minimis exemption for low-value shipments was suspended globally from
29 August 2025 and has been extended since. Assume duty applies and confirm the
current position with your broker before you price a shipment.

Who pays the duty and import charges?

The importer of record — you — unless the Incoterm is DDP, in which case it is
priced into what you were quoted. Check which term applies before you compare
quotes.

Can you ship a small first order?

Yes, in an in-stock shade. Small quantities are available precisely so you can
verify the grade before committing to a production run.

How is the freight calculated?

On chargeable weight: US$35 for the first 300 g and US$20 for each further
300 g. One 100 g set ships for $35.

Do you supply salons directly, or only distributors?

Both. A single salon and a national distributor are quoted on the same logic —
the difference is volume, not channel.
